Tina Yule currently leads on strategy, planning, transformation, continuous improvement, corporate governance, management of corporate services and crime audit. With 40 years’ experience in corporate functions, prior to joining HMICS she was a senior local government officer with responsibility for strategic planning, community planning, business change and transformation, best value, ICT and performance management. She has also held strategic responsibility for internal audit, information management and security, organisational development, training, equalities and diversity, procurement, large scale estates programmes and business support.
Tina was seconded to Audit Scotland as Local Government Improvement Advisor to lead the development of Best Value in Police and Fire and support Best Value 2. She has also previously worked with the Scottish Executive as part of the 21st Century Government Unit and has extensive experience as a senior ICT executive, programme and business change leader. She has also worked in senior management in a Joint Futures (Adult Health and Social Care) organisation, and was the Head of IT in a legacy police force and began her career in ICT in the private sector. She represented SOLACE on the Improvement Service Board, the SEEMIS Board, Scottish SOCITM executive and has been involved with a number of other 3rd sector partners. Tina is a Scottish Government gateway reviewer with over 20 years’ experience of reviewing major public sector programmes. She is also an accredited EFQM assessor and MSP advanced practitioner.
She led HMICS’ work following the M9 tragedy, publishing five reports. Her work has also included leading inspections on Custody, Forensics, Strategic Workforce Planning, Demand Management and Organisational Culture.
Her inspection duties are mainly aligned to the portfolios held by the Deputy Chief Constable (Professionalism, Strategy & Engagement) and the Deputy Chief Constable (Designate) as well as leading on inspection of the Scottish Police Authority.
Tina will be retiring as a Lead Inspector with HMICS at the beginning of October 2024. Her role will be undertaken by Lead Inspectors Annie Crowley and John Paterson (job share).
