We continue to strengthen our capacity for inspection and to engage the services of associate inspectors from a range of backgrounds including policing, audit, local government and academia. These inspectors provide specialist skills and experience to augment our inspection teams as required.

HMICS budget 2025-26

HMICS is funded entirely by the Scottish Government in respect of staff, accommodation, equipment and other expenses. Our budget for 2025-26 was £1,620,000. In addition, we received a credit of £14,000 for national insurance contributions, together with £26,000 (reimbursed by the Care Inspectorate) for our contribution to the joint inspections of adult support and protection services programme. Therefore, our available budget for 2025-26 was £1,660,000. Our spend for the year was £1,714,081 which represents an overspend of £54,081. In November 2025, the Cabinet Secretary for Education and Skills instructed the Care Inspectorate and HMICS to undertake a national review of group-based child sexual abuse and exploitation. This work was in addition to existing work plans and resulted in the dedication of staff beyond budgeted head count. The cost of this from November 2025-31 March 2026 was £90,419. HMICS was not given any additional funding for this work.
